4.00 DECKS AND PATIOS
4.01 Only appropriate outdoor furniture and decorations, plants and
flowers, (and satellite antenna dishes), are allowed on the decks or
patios, except for Holiday Decorations described in Rule 4.06.
Swings and hammocks are allowed, but only if freestanding; they can
not be attached to joists or ceilings. Although it is not feasible
to list every possible article that does not belong on the deck or
patio, examples of items not allowed are wind chimes, bells, or any
other items which create noise, birdfeeders and bird houses,
exercise equipment, play structures, televisions, living room or
kitchen furniture, and bicycles.
4.02 The only cooking grills allowed on the property are those
provided by the Association in the courtyard.
4.03 Plants and flowers are allowed on decks and patios, but must be
placed in heavy containers to prevent tipping over by strong winds.
They should be tended so that no water, dirt or debris falls onto
the neighbor's deck or patio below. Containers may be hung on the
inside of railings but must not be on top of or on the outside of
railings. Hanging plants may be hung from the ceiling only, not the
walls. All plants must be alive and well-kept (dead material
removed, free of weeds, etc.). Empty plant containers are allowed
only during winter months.
4.04 Laundry, bedding, dust mops, and rugs are not to be hung or
shaken from the decks. When sweeping decks, care must be taken not
to create a nuisance for neighbors below. Clotheslines or clothes
racks also are not permitted on decks or patios.
4.05 No flags (except U.S. flags in good condition), banners or
windsocks should be permanently displayed, but are permitted for
holidays and other appropriate occasions. However, they are not to
be attached to the vinyl siding, metal trim, or railings.
4.06 Holiday decorations, other than for winter holidays, are
allowed to be placed on decks and patios, but may remain for a
maximum of three weeks. Winter holiday decorations are allowed
November 15th through the last day of February. Flashing lights are
not allowed.
4.07 Roll-up shades may be installed. Shades must be tan in color
and shall extend the full width (within three inches at either side)
of the patio or deck opening, and shall fall inside of the railing
when unrolled.
4.08 Carpeting is not allowed on decks or patios.
4.09 Any plans for altering your deck or patio must be submitted in
writing to the Board of Directors prior to any contract for work.
This includes outside light fixtures.
4.10 The Association would prefer that satellite dishes be installed
on the roof; installation criteria are available at the Coachman
Oaks office. However, satellite antenna dishes may be installed on
patios and decks subject to the following requirements:
a. Maximum diameter is one meter (39.4 inches).
b. No more than one antenna for each type of service may be
installed by a resident.
c. Antennas must be attached to the underside of the deck or ceiling
directly above, or it may be set on the floor. Mounting on the
siding, metal trim, or railing is allowed only if that is the only
means of obtaining clear reception. Antennas must not extend beyond
the vertical planes of the deck or patio.
d. Exterior antenna wiring shall be installed so as to be minimally
visible, must be contained within the vertical planes of the patio
or deck, must be concealed by a protective covering approved by the
Association, and all penetrations of the building exterior must be
properly waterproofed and sealed.
e. Antennas must be painted to blend with the siding color.
(Association will supply paint at no cost to owners.)
f. Owners who install or maintain antennas are responsible for all
costs related to the antenna installation, maintenance or use;
including repair of damage to property and medical expenses incurred
by injured persons.
g. If maintenance requires the temporary removal of antennas, the
Association shall provide Owners with ten days written notice.
Owners shall be responsible for removing antennas before maintenance
begins and replacing antennas afterwards. Any removed antennas when
replaced must comply with current installation guidelines. If they
are not removed within the required time, the Association may then
do so at the Owner's expense, and the Association will not be liable
for damage to the antennas caused by Association removal.
h. Installation of a satellite dish in compliance with the above
rules does not require Association approval, but 7 days notice must
be given to the Association in advance of installation. If the
proposed installation would not comply with the above rules, then
prior approval must be obtained. The Association will respond within
7 days of receiving the request for approval.
